LPG shortage hits Lower Subansiri
ZIRO, Jul 29: Lower Subansiri district is reeling under acute shortage of LPG cylinders. According to the reports available with District Food and Civil Supply Office, the district has received only 2982 cylinders against the requirement of 22,000 cylinders in the month of June from Kimin IOC bottling plant.
This has resulted in chaos in and around the LPG distributor and the office of the DFCSO.
Fearing that the uncontrollable customers could create law and order like situations, the Deputy Commissioner, Lower Subansiri district has requested the Chief Area Manager (LPG), IOC, Guwahati to arrange for more cylinders for the district from other bottling plant like Sarpara or New Bongaigon to overcome the situation at the earliest. ASSATA demands for reservation ratio
ITANAGAR, Jul 29: All Arunachal Sarva Shiksha Abhiyan Teachers’ Association (AASSATA) in its representation to the Secretary Education appraised the authority to maintain reservation ratio while regularizing Assistant Teachers under SSA. The association reminded the secretary of a cabinet decision taken in 2009 in which it was decided that reservation ratio would be maintained in conduction of promotional DPC in education department. Further it added that compliance of earlier cabinet decision would boost the morale of serving SSA teachers.

Awareness campaign on sanitation
HAWAI, Jul 29: A 3day awareness campaign on issues like conservation and management of forest flora & fauna and village sanitation was jointly conducted by the district disaster management (DDM) and Hawai Area Welfare Society (HAWS), a local NGO on Friday.
A team of resource persons divided into two groups covered a total of 45 recognized villages and other 7 newly established villages within Hawai circle. During the campaign, the resource persons informed the villagers about the important safety tips and devices which can help protect them during natural disasters like earthquake, landslide and fire accidents. The villagers were also made aware about the importance of flora and fauna and health sanitation awareness.
Fingerlings distributed to farmers
YINGKIONG, Jul 29: In all, 60 farmers of various blocks of Upper Siang district were provided 1 lakh fingerlings by the department of fisheries during a free fish seed distribution programme at the premise of DFDO office here today.
Addressing the farmers on the occasion, DFDO Kenbom Chisi informed that distribution of fish seeds to progressive fish farmers is an initiative of the government to boost fish production in the district and further urged all beneficiaries to ensure proper implementation of the scheme

DC’s intervention sought to stop allotments
ITANAGAR, Jul 29: Alleging that notified government land were allotted to private individuals at Dari village in West Siang district without the consent of the residents of the said village, the Darii Dolu Welfare Society (DDWS) has in a letter to the West Siang DC today sought his intervention to stop such allotments soon.
The people of Dari village have donated the land to the government but under the recent notification, private individuals have also been allotted land without consulting the land donors, the Society claimed and urged the DC to initiate necessary action soon.
Health convergence meeting held
BOMDILA, Jul 29: The fourth Block level Convergence meeting of the Health and Family Welfare department of the district involving the line departments on issues such as Rashtriya Bal Swasthya Karyakaram (RBSK), Janani Suraksha Yojana (JSY), Janani Sishu Suraksha Karyakaram (JSSK), activities of ASHAs and on the Weekly Iron Folic Supplement (WIFS) was held at PHC Singchung in the district.

DASU demands action
ITANAGAR, Jul 29: The Dibang Adi Students Union (DASU), Lower Dibang Valley has lodged a complaint against 752 BRTF Roing commandant at Roing Police Station alleging violation of norms prescribed by the Ministry of Road Transport and Highways while constructing road between Meka Tinali and Roing Bazaar area.
The union in its complaint alleged that in construction of embankment, river bed material (RBM) of random size has been utilized instead of classified earth materials as specified by the MoRTH. Use of river bed material will lead to easy erosion, the Union said.
The union further said smooth flow of traffic has to be maintained during construction of the road as per the standing instruction. However, the BRO under the command of G P Singh, Commandant, has utterly failed to maintain pollution free traffic. The dusty road is causing health hazard and inconvenience to commuters as well as the vehicular traffic, the Union added.

ITANAGAR, Jul 29: All Arunachal Pradesh Motor Transport Workers Union (AAPMTWU) has requested the Itanagar Municipal Council (IMC) and Urban Development department for timely disposal of garbage within the Capital Capital complex area.
Expressing displeasure over accumulation of garbage in some area of twin capital city, the Union said that despite assurance of the IMC for collection and disposal of garbage regularly, lot of waste materials and garbage are seen in road sides especially in Supper Market, opposite to Police Station Naharlagun and sector area.

Police arrest three in Daporijo rape case
APSCW concerned at lack of safety

Daporijo, Jul 29: Upper Subansiri police have arrested three people yesterday night in connection with the 26th July Daporijo rape case. One was nabbed from Daporijo while the two alleged culprits were picked up from Taliha.
SP Taru Gusar said that after the case was registered, a manhunt was launched that led the police to the alleged culprits.
With input from reliable sources, Special Branch Police Team interrogated a person at Lida Bailey bridge yesterday night which ultimately led them to the alleged culprits at Taliha.
Immediately police team led by Gusar reached Taliha Town, 47km away from Daporijo at around 8.45 pm where two of the accused were apprehended along with a car. Later police brought them to Daporijo police station and sent them to district hospital for medical examination.
Further interrogation of the two arrested led to the nabbing of one more person from his house at Polo colony.
Meanwhile, the Arunachal Pradesh State Commission for Women (APSCW) has strongly condemned the recent rape of a teenager at Daporijo.
It is shocking to know that within a period of one month two rape incidents has been reported from the same place, the Commission said while expressing concerns for the safety of women and the rising crime rate in society. Such incident if not handled in time would give rise to more crime, it added.
The APSCW has been requesting the State Govt. for the establishment of fast track court with sufficient manpower to handle rape cases so as to expedite the process and discourage crimes against women.
The APSCW further requested the State Govt. to establish observation homes for juveniles in every district and also requested the concerned authority to expedite the investigation into the rape case.
Centre orders CAG enquiry into alleged misuse of disaster relief fund
ITANAGAR, Jul 29: The Union Home Ministry has directed the Comptroller and Auditor General to conduct immediate enquiry into the alleged corruption and siphoning of fund provided by the Centre for relief and rehabilitation under National Disaster Response Fund and State Disaster Response Fund to the state.
Making available the letter of the Union Home Ministry addressed to the Accountant General, Arunachal Pradesh for conducting an enquiry, Opposition BJP leader Tamiyo Taga in a press meet at APC here today said that the state government during the financial years from 2011 to 2015 has received an amount of Rs. 569.84 Cr from the Govt of India under NDRF & SDRF which includes the state matching share. But as per the RTI document, an amount of Rs 238.43 crore only has been utilized, Taga said and alleged that substantial amount of Rs. 331.41 crore has been kept undisclosed by the government.
Casting aspersion on utilization of disaster management fund, Taga said even Lohit, which has been declared flood prone district has not received enough fund during the last four years and most of the disaster relief fund has been shown utilized in state Capital area.

ITANAGAR, Jul 29: The N.F.Railway’s first train of 10 girders commenced its journey from the South Bank of Bogibeel Bridge towards the North bank across the river Brahmaputra. This is the first train of girders being pulled across the river. There will be similarly three more girder trains consisting of 10, 10 and 9 girders respectively. Each girder is all welded steel construction of length 125m.

PMC carries out cleanliness drive

ITANAGAR, Jul 29: Dengue is a major public health problem throughout the tropical
and subtropical regions of the world. Almost half of the world’s population lives
in countries where Dengue is endemic. It emerged globally as a critical threat to
health of the population. WHO estimates that 50-
Dengue case was first reported in India during 1956 from Vellore district of Tamil Nadu. Since then dengue had spread in all states and UTs of India except in Lakshadweep. India contributes 20% of dengue cases of the world. The pattern of its rapid spread in India is alarming for both human health and economy of the country. About 264 disability adjusted life years per million population per year are lost.

The transmission of dengue remains low during low temperature in winter but during
monsoons the environment becomes suitable for vectors. The temperature of 25 degree

People of all age group of both genders are at risk. Travel to dengue endemic area
is also one of the risk factors. However, if the patient develops fever more than
two weeks after travel, it is unlikely to be dengue infection. Migration of infected
person during infective stage to non endemic area may introduce dengue into that

The warning signs of dengue are fever with recurrent vomiting, minor bleedings from

fall of platelet count. The high risk group who need closely monitoring during dengue
for development of severity are pregnancy, infant, elderly, obesity, peptic ulcer
diseases, HIV infected or immune-
In endemic areas early symptoms of dengue mimics many other diseases like malaria, viral infection, urinary tract infections, typhoid etc. The laboratory test is ELISA based Dengue NS1 antigen test recommended in 1st day onwards of onset of fever and IgM captured –MAC ELISA Test recommended after 5th day of onset of fever.
The management of dengue fever depends on severity and basically symptomatic and supportive. Bed rest is advisable during acute phase, cold sponging is use to keep temperature below 38.5 degree Celsius. Aspirin, Ibuprofen and other NSAIDS group should be avoided as it may cause more vomiting, gastritis, platelet dysfunction and severe bleeding. Paracitamol is preferable to control the fever. Oral and IV fluids should be given to patients with excessive sweating and vomiting. The platelet count of less than 10000/cu.mm and presence of bleeding irrespective of low platelet counts needs platelet transfusion. Those who have warning signs and symptoms should be admitted in the hospital to closely monitor the progress of diseases. The admitted patient who has recovered from acute illness must have following criteria to get discharge from the hospital such as, absence of fever for 24 hours with normal BP, normal urine output and no respiratory distress with platelet count of more than 50,000/cu.mm.
So far there is no licensed vaccine available against dengue virus however, some trials are ongoing successfully which may be promising in preventing dengue in near future. Till then each one us has responsibility to prevent its transmission by keeping our environment and surrounding clean and free from Aedes mosquitoes by stopping rampant and haphazard’s construction activities. Lohit launches Intensified Diarrhea Control Fortnight
Tezu, Jul 29: Intensified Diarrhea Control Fortnight campaign, an intensification of efforts towards zero deaths due to childhood diarrhea and reduction in malnutrition was launched on July 28th last in Lohit district by its Deputy Commissioner Nyabin Ete .
Deputy Commissioner Nyabin Ete said that the success of IDCF totally depended on the persistent hard work of health official and staff of the District.
The DC, therefore asked every official and staff to work dedicatedly so that the initiative of the Ministry of Health & Family Welfare, Government of India through National Health Mission become a cent per cent success in a small district like Lohit.
Meanwhile, the DC asked the ASHA and Anganwadi workers to create awareness on hygiene and cleanliness which is panacea of all ailments. Proper hygiene and clean environment can prevent many diseases, he concluded.
While stressing the importance of IDCF, Dr. Hage Tabyo Director Family Welfare Itanagar appealed the ASHA, Anganwadi Workers and the team of district health officials to work like real activists to bring the infant mortality rate to naught level.
Highlighting 11% infant mortality rate between 0 – 5 years in India, Dr Tabyo made an earnest request to the entire team to further control it.

Govt clears GST bill amendments, states to be compensated
NEW DELHI, Jul 29: The Cabinet today approved amendments to the GST bill to compensate states for revenue loss for five years on introduction of the uniform nationwide indirect tax regime, as has been suggested by Rajya Sabha Select Committee.
The Union Cabinet, chaired by Prime Minister Narendra Modi, this evening agreed to the recommendation made by the Select Committee on compensation to states to win over support of regional parties like TMC of West Bengal and Odisha’s BJD in getting the landmark Constitution Amendment approved by the Upper House where the ruling NDA does not have a majority.
The Cabinet decided that the modalities for levy of 1 per cent tax over and above the GST rate by states as well as the ‘band’ rate would be finalised while framing the rules, sources said.
The Rajya Sabha Select panel, headed by BJP’s Bhupender Yadav, in its report last
week suggested GST rate to be no more than 20 per cent and levy of 1 per cent additional
tax by states only on actual sales and not on inter-
The Constitution Amendment Bill for a Goods and Service Tax (GST), to replace all indirect taxes like excise and sales tax on all products, except alcohol, has already been passed by the Lok Sabha and is pending passage in the Upper House. The amendment approved by the Cabinet on compensation seeks to give an assurance to states for making up for revenue loss they may suffer in first five years of introduction of GST.
Government plans to roll out GST from April 1, 2016, a very tight schedule considering the fact that the Bill has to be approved by Rajya Sabha and half of the 30 states.
The final GST rates would be decided by the GST Council, chaired by Finance Minister,

The Committee had suggested that the provision in the bill, which provided the Centre “may” compensate states for a period up to five years for any revenue loss, be substituted by a commitment for this compensation for five years.
As per the current mechanism, the Centre will give 100 per cent compensation for first three years of implementation of GST and 75 per cent and 50 per cent in the fourth and the fifth year.
Being touted as the biggest reform in indirect taxation since Independence, the GST will ensure a single tax structure for goods and service throughout the country and make India a common market. PTI

The heart broke when we saw the notice of the written exam. The written exam should have followed the physical efficiency test as few months earlier recruited constables had to undergo the physical efficiency test at P.T.C, Banderdewa before the written exam in the same department. Doesn’t the department/authority want to recruit smart, active and physically fit personnel for such uniformed field job?
The written exam was held on 26/07/2015 and there were wrong questions in mathematics section (Q.no.3 printing mistake & Q.no.10 incomplete question/inadequate data).
The mistakes are made no doubt but the department didn’t make corrections till final bell rang. This is case of lackadaisical act. The general English section consisted of 70% composition.
Now on what basis markings will be done for merit list for viva voice? Why our recruitment standard is not uplifted in order to get the most competitive candidates?
My request to the concern authority/department is to look into the matter seriously.

Conduct interview on time
Dear Editor,
This is to draw the attention of concerned officials of Arunachal Pradesh Rural Bank
for earliest conduction of interview and to alert the aspirants in Common written
Examination (CWE) for RRB conducted by IBPS. I have qualified for officer scale-
On the other hand, most of the participating regional rural banks of other states have already recruited officials by now.
To my disappointment even though I have good score but still I can’t apply for in other rural banks since they demand regional language or mother tongue of particular state in which rural bank comes under and its mandatory as part of language subject till matriculation. Since I am local inhabitant of this state, my only ultimate hope is in APRB. Since score card is valid for only one year so my candidature is valid till 14/11/2015 only.
Now I would like to warn and alert all the aspirants that I too have done rigorous preparation and extreme hard work for cracking IBPS CWE RRB, but now I feel like it was useless to do so and complete waste of time, energy, resource and money. Also I will not fail to request concerned authority of APRB to conduct recruitment process at earliest before the expiry of score card validity and reward for my hard work. Whether I get recruited or not doesn’t matter but at least conduct interview on time.

This is in response to the editorial “Great loss”(July 29).
Once A.P.J.Abdul Kalam had refused to sit on his chair during a function just because it was larger in size than the rest! What a majestic display of equality and egalitarianism!
After reaching Shillong after completion of the road journey from Guwahati to deliver a lecture at the IIM, Kalam cared to offer thanks to the Meghalaya police constable S.A.Lapang for the latter’s dutiful vigil in the pilot vehicle.
This gracious act not only exemplifies the polite and humble nature of Kalam, but also displays his mindset that humanity should reign supreme. Yes, if any individual, society or State desires to get dubbed as truly progressive, developed and modern; then guaranteeing welfare, equality and dignity of all human beings should be their or its prime concern.

Dirt free roads
Dear Editor,
I am writing this to bring awareness about the bad road conditions in Capital Complex.
Many blame the engineers for not making a quality road but does anyone know why the

From time immemorial, illegal road cutting has been carried out due to which all the sand silts gets deposited in drainage and roads crossing the permissible limits. Many gets arrested and but are bailed out in few hours.
I would like to urge every dwellers of twin city to report such illegal activity to the nearest police station at the earliest so we could all walk and drive our cars on a free dirt road.
